British politicians, commentators and celebrities often argue that'The War on Drugs has failed' and say that this is why we should abandon all attempts to reduce drug use through the criminal law. Journalist, author and broadcaster Peter Hitchens, who believes all drugs are dangerous, thinks that the'War on Drugs' has never been a serious one. Rather there has been a covert surrender, concealed behind an official obeisance to international treaty obligations: cannabis is effectively legal in Britain, and other major drugs are not far behind. He debates drug policy and its effectiveness and what should happen in the future with Howard Marks the man the media'calls the most sophisticated drugs baron of all time' who campaigns vigorously for the legalisation of recreational drugs. Marks, following a worldwide operation by the Drug Enforcement Agency, was sentenced to 25 years in prison at the Terre Haute Penitentiary, Indiana for drug dealing and was released in April 1995 after serving seven years of his sentence. Since then his books including Mr Nice and now a new series of crime novels have been bestsellers and his live shows attract sell out audiences worldwide.
